Municipal Association of Nepal (MUAN)

Welcome to National Municipalities Association, an umbrella organization of municipalities of Nepal. This is an umbrella organization of 293 municipalities in Nepal, including metropolitan cities and sub-metropolitan cities across Nepal. This organization was registered in 1994 as a non-profit and without any political objectives.

Key Objectives and Purpose of Municipal Association of Nepal (MUAN)

Association works to strengthen local governance, promote decentralization, and ensure the autonomy of local government units. Its primary objectives include:

Advocacy and lobbying for the rights and interests of municipalities.
Capacity development for local government officials through training, workshops, and technical support.

Technical support in areas such as municipal governance, financial management, and urban planning.

Inter-governmental relations to facilitate collaboration between local, provincial, and national government entities.

Research and knowledge sharing to support evidence-based decision-making at the municipal level​

Membership of Municipal Association of Nepal

All 293 municipalities in Nepal, which include metropolitan, sub-metropolitan, and smaller local government units, are automatic members of Association. This structure allows for a comprehensive representation of municipal interests across Nepal​

Key Services Provided by Municipal Association of Nepal

Policy Advocacy & Lobbying: Association represents the collective voice of municipalities in policy discussions with the federal and provincial governments.

Capacity Building: Training programs, technical support, and resource materials are provided to strengthen the skills and knowledge of municipal officials.

Technical Advice & Support: Association offers municipalities support on technical issues, such as urban planning, disaster risk reduction, sanitation, and financial management​

Research & Development: Association conducts studies and research to inform policies and decisions at the municipal level.
Partnerships & Networking: The organization facilitates partnerships between municipalities, development partners, and non-governmental organizations​

Key Projects and Initiatives

Provincial Municipal Learning Center (PMLC): This initiative aims to enhance the learning and capacity of municipal officials through various training and development programs​

Sustainable Development Goals (SDGs) Localization: Association promotes the localization of SDGs at the municipal level to ensure that local governments contribute to the achievement of the global goals​

Gender Equality and Social Inclusion (GESI) Programs: AssociationN works to ensure that gender and social inclusion principles are integrated into local government operations​.
